CPRM was founded in 1973 on the initiative of the Region of Brittany, at the same time that the United Kingdom, Ireland and Denmark joined the European Union. 68% of the European population is included within the limits of the CPRM. Its main target is to increase interregional cooperation in all its forms, regarding a wide variety of issues (cohesion, governance, maritime issues, transport and sustainable development) and campaigns addressed to the European Union in order to introduce new community tools designed to improve the Peripheral Regions. This Organization includes 149 Regions (including Navarre) from 27 States, members and no-members of the European Union, located at one of the main maritime basins.

Its main targets are:

  • To exploit the common goods of the Regions and to help to improve the maritime characteristics of Europe.
  • To arise the European authorities awareness of the need to deal with the main disparities in the compatibility between the inner part of Europe and its periphery.
  • To ensure a biggest involvement at regional level in the European integration.

The Energy Group, created in April 2005 within the activity ‘Sustainable Development’, is led by the Comunidad Foral de Navarra, given the high level of implementation of renewable energies in this Region and the variety of clean energy resources used.

The Energy Group's target is to get the European regulations regarding energy issues to provide for the production potential, as well as for the specific needs, of the Peripheral and Maritime Regions of Europe.

The text of the Green Paper on Energy, that the European Commission has asked to be discussed at every level, is being the central point for the Group work since it was created.

After having held three important Seminars since April 2005, in Truro (Great Britain), Stornoway (Scotland) and Leeuwarden (The Netherlands), the first part of the carried out work will culminate in a Conference named ‘Energy for the Periphery’, that will take place in Pamplona on the 5th and 6th of October 2006.

The Conference will bring together personalities from the CPMR member Regions, as well as representatives from the European Union.
